  §  5.67   Amendment or dismissal of applications.

   (a) Any application may be amended or dismissed without prejudice upon
   request of the applicant prior to the time the application is granted.
   Each amendment to, or request for dismissal of an application shall be
   signed, authenticated, and submitted in the same manner and with the
   same number of copies as required for the original application. All
   subsequent correspondence or other material that the applicant desires
   to have incorporated as a part of an application already filed shall be
   submitted in the form of an amendment to the application.

   (b) Failure to prosecute an application, or failure to respond to
   official correspondence or request for additional information, will be
   cause for dismissal. Such dismissal will be without prejudice.
