§ 51.403   Carriers eligible for suspension or modification under section
251(f)(2) of the Act.

   A LEC is not eligible for a suspension or modification of the requirements
   of section 251(b) or section 251(c) of the Act pursuant to section 251(f)(2)
   of the Act if such LEC, at the holding company level, has two percent or
   more of the subscriber lines installed in the aggregate nationwide.
