§ 95.1503   Eligibility.

   All entities for which the Commission has licensing authority are authorized
   by rule to operate an FCC certified On-Board Unit in accordance with the
   rules contained in this subpart. No individual FCC license will be issued.
   (The FCC does not have authority to license foreign governments or their
   representatives, nor stations belonging to and operated by the United States
   Government.)
