On May 6, 2001, Family Broadcasting filed a Motion To Disqualify the Presiding Judge, pursuant to 47 C.F.R. § 1.245, requesting that the presiding judge withdraw from this proceeding on grounds of personal bias. The ALJ denied Family's Motion to Disqualify that had alleged bias based on statements in the ALJ's original Summary Decision and his remarks during the April 23, 2002 pre-hearing conference.
