  • 1990s, as part of the FCC-sponsored competition to develop HDTV, General Instruments proposed an all-digital system that later became adopted by all the participants. With digital, the FCC no longer had to make a zero-sum choice. Spectrum was available for broadcast as well as other wireless uses. Thus, in 1992, the Commission allocated 220 MHz for "broadband PCS" in the 1.85- 2.20 GHz band.151 * The FCC also made additional spectrum available for wireless services by allowing broadcasters to choose between HDTV and multicasting, rather than mandating that broadcasters offer HDTV. Thus, in 1997, the FCC reallocated 108 MHZ of the 402 MHz that had been allocated for terrestrial television broadcasting, leaving 294 MHz for TV. Of the 108 MHz, 24
