- primary results are based on a random sample of 77 WONUMS (FRNS), where twelve non-random substitutes are deleted from the sample of 89 observations. The estimates from this random sample do not contain substitution errors. For this random sample of 77 observations, the estimated erroneous payment rate is 20.64 percent. The lower limit of a 90 percent confidence interval is 1.94 percent, and the upper limit of this 90 percent confidence the interval is 39.35 percent. The magnitude of the erroneous payment rate, however, suggests significant problems in the administration of the program. Non-compliance was found on assertions B1, B2, B4, C3, C4, C5, C6, D1, and D2 of Table 1. For the remaining assertions of Table 1, there was 100

For each contact method, processing issues such as problem resolution efficiency and hold-time duration are also measured. The 2006 Wireless Customer Care Study found that wireless customers contact their service provider an average of 1.94 times by phone to resolve an issue or problem, the highest level since measurement of the average problem resolution frequency (``PRF'') rate began in 2000. The average PRF rate was 1.36 in 2000 and has climbed steadily since then at an average annual rate of 14 percent. According to J.D. - income, a substantial fluctuation in net earnings resulting from a moderate change in sales revenue. The estimates of DOL reported in Table 3 are highly suggestive of significant business risk that communications satellite carriers face in their business operations. Table 3 also shows that the communication satellite industry faces a capital intensive cost structure. In column (4), DOL ranges from 1.94 for pre-merger PanAmSat to 3.43 for post-merger Intelsat. DOL viewed as an elasticity coefficient will be 1.00 if the firm incurs no fixed costs and presumably makes no investment in durable capital assets. Because the estimates of DOL are in excess of 1.00, it is shown that the communications satellite industry operates with a capital-intensive cost structure as also shown

- subscribership to telephone service continues to increase. Furthermore, average consumer expenditures on telephone service as a percentage of total household expenditures have remained relatively stable over time - at approximately two percent - even though consumers purchase more different types of telephone services than they did decades ago. Data from the Bureau of Labor Statistics (BLS) indicate that consumers spent 1.94 percent of their household expenditures on telephone service in 1980 and 2.23 percent in 2008. Moreover, consumers are buying more telephone services than they did in 1980. An alternative measure of consumer expenditures shows that telephone service as a percentage of all goods and services accounted for 1.6 percent of consumer expenditures in both 1980 and 2005. Further, consumers now
