The plans must be reviewed and approved by the Chief, Public Safety and Homeland Security Bureau, prior to implementation to ensure that they are consistent with national plans, FCC regulations, and EAS operation. Section 11.43 is amended, by replacing the phrase ``Director, Office of Homeland Security, Enforcement Bureau,'' with ``Chief, Public Safety and Homeland Security Bureau'', to read as follows: § 11.43 National level participation. Entities that wish to voluntarily participate in the national level EAS may submit a written request to the Chief, Public Safety and Homeland Security Bureau. Section 11.47(b) is amended, by

- However, reallotting Channel 252A to Hartford, Station WCSY-FM does seek to change its transmitter site and is required to provide a gain and loss area study. While the Commission is concerned with the migration of stations from rural to urbanized areas, we note that the reallotment of Channel 252A at Hartford would result in the 70 dBu signal covering only 11.43 percent of the Benton Harbor-St. Joseph, Michigan Urbanized Area, and a Tuck analysis is not necessary. 4. We believe that this proposal warrants consideration since the reallotment of Channel 279A to South Haven, Michigan, and the reallotment of 252A to Hartford, Michigan, would allow Stations WZBL(FM) and WCSY-FM to expand their service areas. The reallotments would not result the removal

- at Hartford prior to the licensing of Station WZBL(FM) at South Haven, Michigan. A staff engineering analysis has determined that Channel 252A can be reallotted to Hartford, Michigan in conformity with the Commission's rules, provided there is a site restriction of 12.5 kilometers (7.8 miles) northwest of Hartford at coordinates 42-14-49 NL and 86-20-06 WL. The Station WCSY-FM reallotment covers 11.43 percent of the Benton Harbor-St. Joseph, Michigan Urbanized Area. Therefore, a Tuck showing is not required. Additionally, Channel 279A can be reallotted to South Haven, Michigan using the Station WZBL(FM) authorized site, 42-18-02 NL and 86-15-03 WL. The transmitter site is located 11.2 kilometers (6.9 miles) south of South Haven, Michigan. The Commission will send a copy of this Report
