Earlier that year, PSPWD granted COLEMs a waiver of section 13.215 of the Commission's rules to provide them with a six-month transition period before they were required to use the new question pool for Element 7. The waiver was needed because section 13.215 provides that COLEMs must use only the most recent question pool made available to the public in selecting questions for an examination. The Commission also asked commenters to consider two possible amendments of the rules pertaining to commercial radio operator license examinations.
