As noted by NAB, the DTV Table of Allotments was developed based on assumptions that DTV receivers would typically exhibit the following performance levels: noise figures (NB) of 10 dB for high VHF and 7 dB for UHF; a carrier-to-noise ratio of =15.19 dB; a DTV-into-DTV co-channel D/U signal ratio of +15.27 dB; a lower DTV-into-DTV adjacent channel D/U signal ratio of -41.98 dB and an upper DTV-into-DTV adjacent channel D/U ratio 43.17 dB; and DTV-into-DTV taboo channel D/U signal ratios specified in Appendix A of the Sixth Report and Order. - who desire to obtain manuals and warning statements by traditional means. IBM and ITI believe that information should be allowed to be made available over the Internet only if that is the sole method through which the user manual is supplied and the equipment will be used with Internet access. IBM requests that the proposed changes also apply to Section 15.27(a), which requires a statement in the user's manual when special accessories are required for a device to comply with the rules. Nickolaus E. Leggett and Steven Bryant stated that allowing instruction manuals to be provided over the Internet alone should not be permitted because many households have slow Internet access or no Internet access at all. As proposed, we will

The length of these lines used during testing shall be a length typical of actual use or, if that length is unknown, at least 10 centimeters to insure that there is no coupling between the case of the module and supporting test equipment. These rule changes applied to information statements required by Sections 15.21, 15.27(a) and 15.105(e) of the rules. In their petitions, Cisco and ITI note that the rule changes adopted in the Second Report and Order that allow information statements to be supplied in alternative forms do not apply to the compliance information statements that are required by Section 2.1077 to be supplied with equipment authorized under the DoC procedure. Unless the transmitter module will be battery powered, it must comply with the AC line conducted requirements found in Section 15.207. AC or DC power lines and data input/output lines connected to the module must not contain ferrites, unless they will be marketed with the module (see Section 15.27(a)). The length of these lines shall be length typical of actual use or, if that length is unknown, at least 10 centimeters to insure that there is no coupling between the case of the module and supporting equipment. Any accessories, peripherals, or support equipment connected to the module during testing shall be unmodified or commercially available (see Section 15.31(i)). The
