We disagree with the EIBASS that the databases should protect the service of Mexican and Canadian stations in the territory of the United States because Section 15.712(g) of the Commission's rules provides that TV bands databases are not required to protect the portions of Canadian or Mexican television stations' contours that fall within the United States, 47 C.F.R. § 15.712(g). We recognize the NAB's concerns with respect to problems encountered by its staff and others in using the database's registration system, particularly in being able to input

Section 15.707(a) is corrected by removing the word ``available'' and adding the phrase ``...that is available at all locations within the protection range of the coordinates of each such area as set forth in section 15.712(d) of this part.'' at the end of the first sentence. Section 15.709(b)(3) is corrected by replacing the phrase ``...the receive antenna used for...'' with the phrase ``...an antenna used for transmission, reception and...'' Section 15.709(b)(4) is added to state ``For both fixed and personal/portable TVBDs with a separate sensing antenna, compliance testing shall be performed using the lowest gain antenna

(2) For personal/portable TVBDs, the maximum conducted output power over the TV channel of operation shall not exceed 100 milliwatts; except that for personal/portable TVBDs that do not meet the adjacent channel separation requirements in Section 15.712(a), the maximum conducted output power shall not exceed 40 milliwatts. If transmitting antennas of directional gain greater than 0 dBi are used, the maximum conducted output power shall be reduced by the amount in dB that the directional gain of the antenna exceeds 0 dBi. - wireless microphones because the Commission can simply protect a point/radius for each wireless microphone in the ULS database. Several parties argue that wireless microphones should be protected at a distance greater than one kilometer. CWMU believes that if a table specifying protection distances for wireless microphones as a function of power and antenna height can not be added to Section 15.712(f)(1), then the protection distances specified in this section should be increased to 2 km for personal/portable devices and 4 km for fixed devices. Shure argues that a two kilometer protective zone for fixed devices is required to offer meaningful protection, since the interference range of a four watt TV bands device is hugely disproportional to a wireless microphone's one kilometer

- request that the Commission eliminate the 76 meter ground HAAT limit for fixed sites. The Joint Petitioners request that the Commission instead allow antenna heights of up to 250 meters (820 feet) HAAT. To offset the increased interference potential from fixed devices operating with higher antenna heights, they request that the Commission amend the table of separation distances in Section 15.712(a)(2) of the rules to provide increased separation distances from the protected contour of co-channel and adjacent channel TV stations for fixed devices operating with antenna heights greater than 30 meters up to a maximum of 250 meters HAAT. The Joint Petitioners argue that there are significant areas of the country where fixed devices cannot be deployed solely because the 76
