The TVBD must be capable of accessing a database over the Internet that provides a list of available TV channels at its geographic coordinates. It must submit the registration information listed in Section 15.713(f) when it initially accesses the database or after changing location. It may operate only on TV channels that the database indicates are available. It must access the database at least once a day to verify that the operating channel continues to remain available, and operation on a channel must cease if it is no longer available. It must be able

The identification signal shall carry sufficient information to identify the device and its geographic coordinates. (f) If a fixed TVBD device does not have a direct connection to the Internet and has not yet been initialized and registered with the TV bands database, consistent with Section 15.713, but can receive the transmissions of another fixed TVBD, the device needing initialization may transmit on either a channel that the other TVBD has transmitted on or on a channel which the other TVBD indicates is available for use to access the database to register its location and receive a list of channels that are available for it to use.

- and low power auxiliary stations. Thus, sensing information on the location of TV signals would not be available to incorporate into the database. We agree with Rudman/Ericksen that the TV bands device database should include information on transmit antenna beam tilt to permit TV contour calculations to be made consistent with Part 73 of the rules and are modifying Section 15.713(h) the rules accordingly. We also affirm our decision to protect low power television stations to the same signal contour as full service TV stations. Low power stations may provide the only over-the-air broadcast services in rural areas, and we disagree that viewers of those stations should receive less protection than viewers of full service stations. Further, low power stations by

- it necessary to require database administrators to provide a separate registration process for this information. In addition to relieving the database operators of a significant burden, this change will make the low power station receive site data in the CDBS more reliable and also avoid data conflicts between the CDBS and the database registration records. Accordingly, we are modifying Section 15.713(b)(2) of the rules to remove receive sites of TV translator, low power TV, and Class A TV stations from the list of facilities that are not contained in Commission databases and placing them in Section 15.713(b)(1) in the list of facilities that are contained in Commission databases. We are also modifying Section 15.715(c) to remove TV translator receive sites as
