See 47 C.F.R. §§ 68.7, 68.102; 47 C.F.R. Subpart C. TCBs are equipment test laboratories certified by the Commission pursuant to sections 68.160 and 68.162 of the Commission's rules to approve terminal equipment for connection to the telephone network. Each TCB has its own application procedure and operates independently of the Commission. In addition, bodies outside the United States are also permitted to approve equipment. See 47 C.F.R. §§ 68.160(c), 162. SDOC procedures are set forth in sections 68.320 - 68.353 of the Commission's rules.

- ensure that applications processed by TCBs are treated in the same manner as applications processed by the Commission. We are therefore adopting this change. Motorola only specifically requested that we change Section 2.962(g)(4) of the rules, which applies to the authorization of radio frequency devices by TCBs. However, on our own motion we are also making this change to Section 68.162(g)(4) of the rules which applies to authorization of telephone terminal equipment by TCBs because the same confidentiality requirements that apply to radio frequency devices apply to telephone terminal equipment. This change will ensure consistent treatment of applications for both types of equipment. III. PROCEDURAL INFORMATION Final Regulatory Flexibility Certification. We grant the requests of several petitioners that we eliminate the provisions in sections 68.354(d) and 68.612 requiring the manufacturer(s) of terminal equipment to be identified on the label and in the database of approved terminal equipment. We also deny petitions to retain the technical rules for type B surge requirements. On our own motion, we amend section 68.162(e)(5)(i) to clarify that the Administrative Council is responsible for publishing technical criteria, and section 68.162(g) to provide that certificates issued by Telecommunications Certification Bodies be given to the Administrative Council rather than to the Commission.
