Because Champion was operating on aeronautical frequencies, the system also was subject to the requirement in Section 76.611(a)(1) of the Rules that it conduct measurements annually to ensure that the totality of the system's leaks does not exceed a Cumulative Leakage Index ("CLI") value of 64.
