W24DC contends that JCP failed to introduce any evidence that its claim that the full power television broadcast stations it carries adequately serve the news and informational needs of the residents of the subject cable communities. W24DC maintains that out of 168 weekly hours the Station is on the air, it offers approximately 78.5 hours of local programming. W24DC asserts that it meets the children's programming requirements in Section 73.671(c) of the Commission's rules because each week, on Saturday, it broadcasts at least 5 hours of children's programming. W24DC reiterates that it provides a good quality signal to JCP's principal headend at Sulligent, Alabama. We agree with W24DC that JCP has failed to show

Because we are designating the 37.6-38.6 GHz sub-band, we need not address Boeing's argument that the Commission should target instead the 42.5-43.5 GHz sub-band for any demonstrated need for future fixed service expansion. See Boeing Comments at 10. Boeing Comments at ii, 10-11; Hughes Comments at 8. According to Boeing, assuming a maximum possible 78.5 square mile service area for each base station in a wireless network, at least 7,400 base stations would be required to cover the metropolitan areas of the United States. Assuming a price of $625,000 per base station, the cost to set up even a minimum required wireless infrastructure to serve all Metropolitan Statistical Areas (MSAs) would amount to $4.6 billion

- Broadcasting also contends that the proposed city of license change to Johnston should be favored under Priority 4, because modified Station KTIA-FM operations would result in a net coverage gain of 312,451 persons. It states that both the gain and loss areas are considered well-served. As a result of the proposed change of community, Station KTIA-FM would provide service to 78.5 percent of the Des Moines Urbanized Area (``UA''); currently, the station's signal does not cover any part of any urbanized area. In situations such as this, when a station's proposed community is located in an urbanized area or the station could, through a minor modification application, cover at least 50 percent of an urbanized area, special conditions must be met
