However, such communications may be provided only to ship stations whose licensees make cooperative arrangements with the AMTS coast station licensees. In emergency and distress situations, service must be provided without prior arrangements. First, you note that Sections 80.105, 80.106, and 80.141 of the Commission's Rules provide that a coast station must receive and acknowledge all calls directed to it by ship and aircraft stations, and you ask how these rules relate to the requirement in Section 80.475(c) of prior cooperative arrangements.
