Here, we find that the proposed transaction raises potentially serious competition concerns in the Green Bay, Wisconsin Arbitron radio metro (``Green Bay metro'') because Cumulus would have up to a 34.3 percent radio advertising market share and the top two station groups - Cumulus and Midwest Communications, Incorporated (``Midwest Communications'') - would have up to an 87.3 percent radio advertising market share. In this case, however, the record also supports the continued presence, post-transaction, of a third strong competitor and other viable stations that render unlikely either unilateral or coordinated anticompetitive behavior. We find that these competitive characteristics of the Green Bay metro make it unlikely that the proposed transaction will cause adverse effects that are inconsistent
