- set forth below, the petition for reconsideration is granted and Midwest Bell's authorization to operate Station WPPU614 is partially set aside. Background. Formerly, maritime very high frequency (VHF) public correspondence channels were licensed on a site-by-site basis. In addition, PLMR operations could be authorized to use unassigned maritime VHF public coast (VPC) station channels under certain conditions, pursuant to Section 90.283 of the Commission's Rules. In 1998, however, the Commission modified the rules to adopt a geographic area licensing approach for VPC spectrum. As a result, the Commission announced that it would authorize a single licensee for all VHF public correspondence channels that were, at that time, unassigned in each licensing region in lieu of the site-based approach that had been

In the Third Notice, we proposed to designate these channels for interoperability operations in each of the thirty-three VPCs. We also proposed to require public safety licensees to use these channels in accordance with the rules, standards and procedures formerly found in section 90.283 of our rules and be subject to coordination of these stations with Canada and Mexico in the same manner as public coast stations. Commenters support the proposal, but note that while the reallocation will provide significant relief to some areas of the country, it will provide only limited relief to the basic interoperability needs facing public safety radio systems. Site-Based Licensees At present, there are six site-based VPC licensees authorized to operate on Channel 87B. In addition, there are four private land mobile radio licensees currently licensed to operate on Channel 87B pursuant to former Section 90.283 of the Commission's Rules. These licensees, like the inland VPCSA geographic licensees, are under no existing obligation to set aside spectrum for AIS. In the AIS NPRM, the Commission requested that commenters consider the effect on the site-based incumbent VPC licensees of adopting its proposal to designate Channels 87B and 88B for AIS. The Commission questioned, in particular, whether these
